Regulating Decentralized Speech: Content Policy on the Decentralized Web

Conducting first-of-its-kind research, this report discusses the challenges of user-generated content in decentralized applications (dApps), including illegal content such as CSAM and terrorism, as well as lawful but awful content like hate speech or misinformation. Web 2’s blueprint of handling these issues is unlikely to translate into this new space and large platforms are facing new challenges of their own. How can dApp developers enforce content standards while maintaining decentralization?
